Our Founders.

Scott A. Davis is President & Chief Executive Officer of Hammerhead Security Solutions LLC
and a seasoned public-safety professional with a 30-year career in law enforcement
(approximately 1990–2020). A native of Dallas, Pennsylvania, Scott retired from policing in
2020 after decades of frontline patrol, supervisory, and investigative work. He holds dual
bachelor’s degrees — a BA in Political Science and a BA in Mass Communication — which
inform his strategic, evidence-based approach to operations, communications, and client
relations.

Scott completed advanced criminal investigative and narcotics enforcement training with
multiple federal and state organizations, including the Pennsylvania State Police, the Federal
Law Enforcement Training Center (FLETC), the Northeast Counterdrug Training Center, and
the 420 Group. These programs sharpened his investigative techniques, case-management
skills, and narcotics-specific enforcement tactics.

Throughout his career Scott served as a Sergeant and as a Detective, combining supervisory
responsibilities with major-case investigative leadership. As a Sergeant he commanded patrol
squads, coordinated critical incident responses, and mentored junior officers. As a Detective
he led major investigations, conducted interviews, managed evidence, and worked closely
with prosecutors and forensic partners.

Following his retirement from policing, Scott transitioned to private-sector security leadership
and served as Director of Operations for a large national security firm. In that role he oversaw
large, complex programs serving clients such as NASCAR and INDYCAR events, NFL
venues, PGA tournaments, major hospital systems, and large distribution centers —
managing staffing, post orders, risk planning, and field supervision.

At Hammerhead, Scott leads operational strategy, compliance, and the company’s in-house
training academy, with a focus on de-escalation, investigative rigor, and consistent officer
performance. He frequently serves as the client escalation contact and project lead for
high-visibility accounts. Scott credits Hammerhead’s success to the combined strengths of its
three partners and the experienced leadership team.

Scott lives with his wife of 35 years and is the proud father of three grown children. Outside of
work he remains engaged in training development, mentoring new supervisors, and
community safety initiatives.
